My thoughts on how to play the character is I'm planning to take Magus, Hexcrafter archetype, after 2 levels of Witch, White Haired Witch archetype. I'd fight primarily using my hair as a kind of battlefield controller. I'd figure that with that low of a charisma though, my character would have been a feral child raised by an animal, likely a heron. This would give them a decidedly non-human outlook on life. The would likely be unable to speak, have little to no concept of cleanliness aside from occasionally dive in a river, more to get food than actually clean. They would likely be nude basically all the time, using their hair as any clothing necessary, and even then only really to keep out the cold.

The hair deals 1d4 points of damage (1d3 for a Small witch) plus the witch’s Intelligence modifier. In addition, whenever the hair strikes a foe, the witch can attempt to grapple that foe with her hair as a free action* without provoking an attack of opportunity, using her Intelligence modifier in place of her Strength modifier when making the combat maneuver check. When a white-haired witch grapples a foe in this way, she does not gain the grappled condition.
The hair cannot be sundered or attacked as a separate creature.
