Would there be guilds of unsanctioned mages and maybe those sympathetic to their cause (being treated like second class citizens in some cases, just because of their arcane ability?)

I don't see any reason why not if they have some influential enough backers to keep the inquisition at bay. As for a solely grassroots movement, would probably be underground simply because they would not have many other ways to stymie inquisition interference without any wealth or political influence.
Also, there is of course the possibility of forging a writ of registry so that even if you are not registered you can foil a cursory inspection of your person.

Any info regarding the Burning Sands desert? Is it the only desert? WTB desert

Yes it's a desert <.<
Info about it is best found with regards to the Mageocracy of Barmaal which is a large and influential city state. The desert itself is huge and varied in its terrain ranging from sandy to barren cracked earth.

How does the Ordawn Academy deal with foreign mages especially dignitaries and diplomats, and traders? And can adventurers apply for a visa or do they have to go in and get sanctioned before they can continue adventuring? And if a ship carries a priest or some such, are they forcibly taken to submit for sanction or are they ok if they stay on ship?

Also I was more asking if it is then only desert in the world and also tangent to that if the mageocracy controls the entire desert

Better late than never!
Foreign magi are supposed to declare themselves at port much like taxable cargo. Long term stay in the empire requires sanctioning much like any native mage of Ordawn though this can be skirted by especially wealthy or influential individuals. There is a small grace period of one month for a mage to submit to the closest academy for sanctioning.
As for the Burning sands desert being the only major desert it is not. Most of the southern regions of the empire of Levinor is desert (Should be on the map but might not have an entry yet).
