Historical map inside spoiler.
At it's peak, the Arleth Empire controlled most of the continent of Airetre. A lot of the areas on the fringes of the empire retained political autonomy but often had to pay tribute/taxes. St. Lilliam and the surrounding area was released as its own independent nation, a theocracy (to be talked about later ~300 years before game start) but still works closely with the Arleth Empire to this day, as one of their closest allies.
Many of the lands surrounding the cities that would eventually become the members of the Tronstad Commonwealth received funding or other support from various city-states. When the Arleth Empire went to war with the Tronstad Commonwealth, the first large battle at Westhold went in favor of the defenders, and the citizens of the surrounding lands betrayed the Empire, to cast their lot with the defense of the six city-states. As the war began to turn against the Arleth Empire, The Commonwealth put a peace offer on the table that required the Empire to surrender all land east of St. Lilliam. The land would not belong to the Commonwealth, but the people in each region could decide how they would be governed. (About 125 years before game start)
Not too long after the war, the emperor _______ passed before his time, the victim of an assassination. Among his heirs and other family members, a war of succession broke out further fragmented the once great Arleth Empire. This war reduced the land area to about what it is today. With various heirs placing claim on different provinces along the borders and nobody having enough power to take everything. (About 90 years before game start)
Incomplete.
